Can the Relay function in D-Lab3 be used to send out data offline (post-recording)?

Yes, all available data (excluding video and audio) in D-Lab3 can be sent out via TCP/IP using the Relay function, even offline or post-recording. Simply open a Relay window in Analyse mode, drag&drop the data channels that need to be sent out, and configure the TCP/IP connection. Data is sent out upon playback of the recording.
